[ Why Cognoscent ]
What makes a considered AI engagement different
The differences that matter aren't always visible in a proposal. Here is what sets Cognoscent apart โ in plain terms.

Each reflects a deliberate choice
ยง Key advantages
Six reasons organisations work with us
Commercial independence
No vendor commissions, no platform referrals. Recommendations reflect the work, not relationships with technology providers.
Written-first outputs
Every engagement closes with a structured written report โ not a slide deck. Documents are designed to remain useful long after the engagement ends.
Fixed scope and price
Deliverables, timeline range, and price are agreed before work begins. No scope expansion without a written agreement. No billing surprises.
Technical depth
The team has deep, current knowledge in machine learning, knowledge systems, and RL. This is not a strategy consultancy that has recently added an AI practice.
Singapore context
Based at Frasers Tower, Cecil Street. Familiar with Singapore's regulatory landscape, enterprise structure, and the particular dynamics of AI adoption in Southeast Asia.
Honest timelines
Engagement timelines reflect genuine complexity. We do not compress work to meet artificial deadlines โ the stated range represents how long the work actually takes.
These aren't marketing claims
Each reflects how we actually operate
ยง In depth
Each advantage, explained
Expertise that comes from the work
The Cognoscent team has worked in applied machine learning since before it was fashionable. The three service lines we offer reflect areas where we have direct, hands-on experience โ not areas we've read about or adapted from adjacent fields.
Knowledge extraction, reinforcement learning environment design, and technical due diligence each require a different body of knowledge. We have practitioners with deep backgrounds in each. When you commission a due diligence review, it is conducted by someone who has built and evaluated ML systems โ not someone who has read the relevant frameworks.
Tools selected for the work, not for the relationship
We use the tools that are appropriate for each engagement. This sometimes means open-source frameworks, sometimes commercial platforms, and sometimes a combination. We have no preferred vendor relationship that would bias us toward one stack or another.
When a due diligence report comments on a client's technology choices, that commentary reflects a technical assessment โ not a comparison to tools we happen to resell or whose annual conference we sponsor.
Communication that respects your time
Progress updates are brief and factual. Deliverables are delivered when ready, not on an artificial schedule. We flag issues when they arise rather than managing them quietly until they affect the timeline.
If the initial scoping indicates that your situation is not suited to our service lines, we say so at the outset โ before any agreement is reached and without charges for the conversation.
Pricing that reflects scope, not perceived budget
The prices listed โ SGD 620 for knowledge extraction, SGD 1,900 for RL environment design, SGD 2,250 for technical due diligence โ reflect the labour involved in each engagement. They are not adjusted based on the size of your organisation or the nature of your industry.
There are no retainer arrangements. You commission what you need, receive the deliverables, and the engagement concludes. Further work requires a new agreement.
Deliverables that remain useful
The test we apply to every piece of output is whether it would be useful to someone encountering the work six months after the engagement, without access to the practitioner who produced it. This standard shapes how we write and structure our reports.
Technical assumptions are stated. Limitations are documented. Recommendations include the reasoning behind them โ not just the conclusion.
ยง Comparison
How this differs from typical AI consulting
Without naming other providers, here is an honest comparison of what distinguishes a Cognoscent engagement.
| Dimension | Typical AI consultancy | Cognoscent |
|---|---|---|
| Scope definition | Defined after engagement starts; often expands | Fixed before work begins; changes require agreement |
| Pricing model | Day-rate billing with variable scope | Fixed price per engagement, published upfront |
| Vendor alignment | Platform partnerships influence recommendations | No vendor relationships; recommendations are independent |
| Primary output | Presentation decks, often not self-contained | Structured written report, designed for long-term use |
| Service breadth | Broad menu; depth varies by practitioner | Three service lines; deep in each |
| Assumptions documented | Often omitted from deliverables | Always included as a required section of every report |
ยง Distinctive features
What is not common elsewhere
[ Unique ]
RL environment design as a standalone service
Most AI consultancies will design a model and hand it over. Few will invest the time required to design, validate, and document the simulation environment that the model trains in โ particularly with attention to whether the simulation reflects the constraints of the real system.
[ Unique ]
Due diligence conducted by practitioners, not auditors
AI technical due diligence is often conducted by people with audit backgrounds rather than ML backgrounds. The result is a review that covers process and documentation compliance, but misses technical debt that only an experienced practitioner would recognise.
[ Unique ]
Knowledge extraction with pipeline documentation
We don't just extract and hand over structured data โ we document the extraction pipeline and quality metrics so that your team can understand what was extracted, how, and what the limitations are. The output is designed to be maintainable.
[ Unique ]
Pre-engagement honesty about fit
We respond to every initial enquiry with an honest view of whether the situation fits our service lines. If it doesn't, we say so directly. This saves both parties time and avoids the uncomfortable conversation that happens when misalignment becomes apparent after work has started.
